Based on an identified need for outdoor entertainment for children and families, Community Action Partnership of Hennepin County (CAP-HC) collaborated with the City of Brooklyn Center, City of Brooklyn Park and Brooklyn Center Recreation to host multiple Drive-In Movie Nights from August through October 2020. The events were targeted toward families in the neighborhoods who are at 125- 200% of the Federal Poverty Level. Approximately 3,200 students reside in these neighborhoods, 90% of whom are minorities and 81% of whom receive free and reduced-price lunch. The events were free on a first come first serve basis and were restricted to no more than 250 people per event due to COVID-19. There were over 650 people in total attendance.

Participants received swag bags with information on CAP-HC and the Energy Assistance Program as they drove in. In addition, information about the agency, as well as the Department of Commerce and the Department of Human Services, aired on the screen before the movie started. Those willing to scan a QR code and answer three energy-related questions received energy kits. A video tutorial with instructions on how to use the items in the kits and save energy in your home also aired prior to the start of the movie.

Following each event, CAP-HC ran a geo-targeted social media campaign on Facebook and Instagram with a link to sign up for EAP services or receive additional information. These campaigns led to almost 500 people requesting an EAP application.
